The differences in context
Delivery: use a SaaS product or operate your own account
This is the largest distinction. ChatGPT Enterprise and Microsoft 365 Copilot are used as SaaS products operated by their vendors. Cloudflare OS is Apache 2.0 open-source software that you deploy to your own Cloudflare account. You can operate it with your own Access policies, AI Gateway configuration, data and integrations, keeping platform settings and data-handling choices under your control. In return, your organisation or its support partner assumes responsibility for building and operating it.
Internal integrations: freedom to tailor the connection
SaaS products integrate through the connectors they provide or, for Copilot, chiefly through Microsoft Graph. Cloudflare OS uses Gatekeeper and MCP connections that are designed and implemented individually. That provides flexibility but requires development for custom integrations. It is most valuable when a required internal system has no standard connector or when the organisation needs fine-grained control over the connection.
Access control: broker, approve and record each operation
Cloudflare OS starts with zero permissions, and Gatekeeper brokers allow, deny, human-approval and logging decisions for each operation. Its design links the data an agent read to the resulting artefact so policy can follow that information. SaaS products also provide administrative controls, but their granularity and audit model differ. Each should be checked against the organisation’s audit requirements.
Customisation and maturity involve a trade-off
Cloudflare OS can be customised at source-code level, but it is an Early Access product released in August 2026. The choice is therefore between commercially established SaaS and a faster-changing open-source platform that can be tailored deeply. A staged introduction beginning with a limited pilot, described in the getting-started guide, is a practical way to control that risk.
How to choose
- You want to give every employee a general-purpose AI assistant quickly — A finished SaaS product such as ChatGPT Enterprise is the shortest route.
- You want to add AI to Microsoft 365-centred work — Microsoft 365 Copilot is the natural candidate.
- You want to design internal-system integration, permissions and audit controls to your own specification — Cloudflare OS is worth evaluating, especially if agents must not receive API keys directly or you need to govern the data AI has read.
These choices are not necessarily exclusive. An organisation might use SaaS for general assistance and Cloudflare OS for workflows that touch internal systems. Evaluate the mix against your requirements, operating capacity and costs.
